Regions with Early Action Compact (EAC) stakeholder groups in place. Forty-five counties in South Carolina and 21 counties in North Carolina have elected to participate in Early Action Compacts (EAC) leading to the development of an Early Action Plan (EAP). Participants in the EAC include the counties, SCDHEC, NCDENR and the EPA. All of these parties agree to work together to implement federal, state, and local emissions control measures earlier than the federal government requires. These early measures will lead to attainment of the more protective 8-hour ozone standard. Areas that participate in these Compacts will avoid implementing costly prescriptive measures as long as they continue to meet all of the milestones and schedules in the agreement. The EAC requires that all counties submit a local EAP to SCDHEC and NCDENR by March 31, 2004.
